It isn't about the State being good or bad for a particular course, but the college or university in which you pursue a course.
There are a number of good colleges across India providing Art's course. Some of them are -
* Hindu college, Delhi
* Miranda House, Delhi
* St. Stephen's College, Delhi
* Madras Christian College, Chennai
* Loyola College, Chennai
Etc.,
