The question is quite unclear for me but still I tried understanding it and depending on that I am answering this question.

If we talk about counselling then we enter the colleges according to our priority order and if one of them is alloted to you at any stage then you do not get to know that whether you are eligible for lower choice colleges or not. You will only get a seat in college which is alloted to you or upper priority college in case you try to go for upward movement by leaving the alloted seat.
