Yes, you can change your college after 1st year of your course. Usually, in first year the syllabus in all branches are same. So you have that opportunity to change your college after 1st year. But for changing the college, the most important factor is availability of seats. If seats are available in your desired college, you can take admission. If you take admission in a college which is under the same university as your present college, only migration certificate will be needed.

You can also take admission to a college which is not under the same university,  but in that case many problems arise.
