Yes you can drop from the college whenever you want there is not any boundation that you can't take drop after 2nd year. You are independent and definitely can take admission in other courses by canceling your previous education in your previous college if you haven't completed that one.
Moreover, if you are going to take admission this year then I would suggest you that don't leave your college at this moment as only one year is left to complete your degree and most of the time is already passed. And you need to a good college to pursue your B.tech degree and without entrance exam you can't get any good college.
Still if you want to take drop and wants to take admission in B.tech and haven't given any entrance exam for the admission then you can choose these private colleges as they take direct admission on the basis of your 12th percentage.
