If we go through GATE 2021 brochure then any candidates who is in third year or higher year of undergraduate degree in any stream of arts, commerce, engineering, science, technology, architecture are eligible to apply for GATE, however the paper and the institution which they intend to apply  and enroll should be appropriate to their qualifying degree, so to answer your question yes, BSc/BA/BCom candidates too are eligible for GATE, there is no upper age limit , hence no restrictions in number of attempts for GATE, you can check out the detailed information at https://drive.google.com/file/d/1-XqQ2FP5kh1vp-aQ3FhAvTqjFGp5H-IN/view

If you are pursuing a 3 year BSc course then I am sorry to say that you are not eligible for the GATE exam. Only B.Sc.(Research)/ B.S which is a 4 years course then you can apply for GATE.
