Yes , you can join college after attempting only one JEE Mains ( out of 4) if you have good enough rank and score to join that college , you do not need to attempt all 4 of the JEE Mains the one with the highest percentile score only is considered for your final rank .
Student attempt more than one JEE mains when they think they can improve their score but if you are confident enough that you will get good marks in one attempt then there is no problem.
