Yes! Of course you can go for Admission in NEET, Candidates will be eligible to avail of the quota if the minimum degree of disability is 40% or more. Candidate must hold a "Certificate of Disability" which should be issued in accordance with the rights of the persons with disabilities.
Physically handicapped students can go for Admission under physically handicapped quota. The goverment of India only considers people for PwD reservation who suffer from minimum 40% or more disability.
The eligibility criteria for students Provided for locomotory disability of lower limbs terms of clause 4(3) will be 40% instead of 50% for both taken Admission and for Qualifying the NEET Examination for MBBS course.

Yes, you are eligible for admission in Medical Colleges after you qualify the NEET Examination.
If you are a PwD(Person with Disability) candidate then there is certain reservation for candidates with PwD in Medical Colleges through NEET.
As far as your query is concerned the verification or the assessment of the disability will be done in the verification process if you disability is legit and if you qualify for reservation.
• 5 % of seats are reserved for Person with Disability PwD. This is a horizontal reservation which means that 5% of all seats reserved for various categories are reserved for candidates with disability from that category
------- Following is the criteria for availing the PwD reservation-
• Minimum degree of disability should 40% or more and less than 80% to avail Pwd quota.
• The degree of disability should be checked or assessed as per the guidelines set by the Govt.
• Must hold a “Certificate of Disability”.
• Disability certificate should be made from the 12 designated centers by NTA.
