As per my knowledge, AP ECET college admission is similar to AP EAMCET. In that case, if you get qualified in ECET the based on your rank you will get some colleges in counseling. If you join the colleges you get in counseling then you get FEES reimbursement based on your caste and yearly income. If you belong to SC/ST and your income also is too low then you can get full fee will be paid by the government(i.e free seat). Even though you belong to the SC category you may not get fee reimbursement if your parents are doing government jobs.

You asked for the lateral Fee ratio but this fee changes from college to college. In most of the cases, it will be around 75,000-1,00,000.
