latest ugc guidelines saying that if a student witdraw his admission from any college then no cutting in fees(total amount should be returned) . is it applcable to vits, amritha ,srm, manipal etc. does they obey?

In Amrita University the full academic fee will be refunded only after cutting the processing fee of INR 5000 f request for withdrawal is made up to September 14. And after that if you apply for withdrawal 10% of the academic fee will be deducted and the rest will be refunded.
