Providing accessible legal assistance services (such as legal aid) can deliver a range of
benefits to both the clients receiving services and the broader community (chapter 21).
Some of these benefits — such as the enforcement of legal rights and the support of social
norms — are challenging to quantify in a monetary sense, making it difficult to weigh
them against the costs of service provision.
