They can give you the proper information that if you can join Ncc now or not. but the most updated and latest news that i can give you is: Education Qualification: Candidates must possess Graduate Degree from recognized University or any equivalent qualification with aggregate of minimum 50% marks taking into account marks of all the years and minimum of 'B' Grade in 'C' Certificate Exam of NCC.

See for the NCC Courses, you can join in the higher wing. Now as you are in the 3rd year and its your final year so you won't get enough time to complete the courses of NCC.
