An individual can apply for an OBC certificate only if the yearly earnings of the family are less than eight lakh Indian rupees per annum. If it were surplus than the provided figure, you would not be receiving the non-creamy category certificate. (Income from agriculture/farming is not included in this). You have mentioned that your mother has an obc-ncl certificate. But if your father and mother's income exceeds 8 Lakh then you are not eligible. Moreover, you need to have an obc-ncl certificate to avail reservation or else you will be considered as a general candidate only. If your mom is a single mother and her income is the only household income then you are eligible. In both cases, you need a valid obc-ncl certificate. If persons either the mother or father, is a part of the central government or is serving under Group C and Group D categories under the central government, then you are eligible to apply for the non-creamy OBC certificate. If a women’s husband is assigned under the Central Government, then every woman would be desirable to apply for the certificate provided that her parents do not earn any kind of income.
