IIT Madras and VIT Vellore both are fine colleges. There can be two perspective of this question. It entirely depends on your choice which two choose one. Nevertheless, let me clarify you.

Indian Institute of Technology Madras is India's most premier institute and everyones dream of getting admission there. It has its own brand value and being an IITian is a reputation in itself. IIT Madras is better in every respect: from infrastructure to placement, from Campus to academic everything. In contrary VIT Vellore is private institutions having high fee. Although it is not bad either. It has nice placement track record and facilitates students in its campus.

Also you are getting two different branches in both college. You can choose between Electrical engineering and Computer science and engineering based on your interest.

Although, IIT madras is considered one of the finest Institutes of India, it will be unfair to compare two completely different branches.

As far as the faculty is concerned, the IITs have always proved better.

It mainly depends on what is your interest and how you want to go about the admission.
