Neet is a single and the only entrance examination for getting admission in Medical College for MBBS and BDS .
So, admission in all the medical college for your mbbs be it government or private is through Neet examination only.
Now,
Mahatma Gandhi Institute of Medical Sciences, Sevagram is a private medical college in the state of Maharashtra and admission in MBBS here is on the basis of Neet examination only .
Private medical collegea have both Government quota seats and management quota seats ,
cut off marks for Government quota seats is high while for management quota seats cut off marks is quite low but still admission is based on Neet marks only and only students who qualify Neet are eligible for admission even for management quota seats.
So, in short yes , admission in Mahatma Gandhi Institute of Medical Sciences, Sevagram is based on Neet marks only.

no counselling is not conducted by nta.
In private medical colleges all the seats are offered through state counselling only, so in this case Maharashtra State Authority will conduct counselling for all seats available in private institutes in Maharashtra
