You can absolutely pursue a course/degree in Commerce (B.Com, for example) after completing your intermediate with an Arts stream, our education system gives us that liberty. And no, there will be no problem or hindrance with this change of stream, you will face no issue when applying for government jobs. The only eligibility criteria for specific government jobs is when they demand science as your background, apart from that, you're good to go.

Keep your documents straight and you are prepared to fill out any form for a government job.
