I am extremely sorry to tell you dear but you are not eligible for JEE mains 2021 examination.
This is because,
One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of passing 12th board examination.
Now, you have passed your 12th board examination in 2018 and even though you have given improvement examination in 2019 your passing year still remains 2018 according to which you were eligible for only JEE mains 2018, 2019 and 2020.
Thus , you are not eligible for JEE mains 2021 examination
For example,
Eligibility criteria says that to be eligible for JEE mains 2021 for BE or Btech you just must be either appearing for 12th board exam in 2021 or should have passed it in 2020 or 2019 with Physics, mathematics and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.

The new eligibility criteria of JEE Mains has been updated. Technically you can sit for JEE Mains upto 3 years including the year of passing out of class 12. In other words, since you passed out in 2019, you were eligible for JEE in the years 2019, 2020 and even eligible in 2021.
So to answer your question, yes you can sit for JEE Mains in 2021. Good luck with the preparations.
