You must pass in the qualifying examination that is specified against the post you are applying for and must obtain the certificate on or before January 1, 2022 to apply for SSC CGL 2021. As you are still pursuing B.Sc Second year you are not eligible to apply for SSC CGL 2022. Candidates appearing in the final year of qualifying examination are also eligible to apply provided must obtain the certificate on or before January 1, 2022. So you can apply for SSC CGL when you are in the final year of the qualifying examination that is B.Sc.

No, being in second year of your BSc you are not eligible for SSC CGL examination.

This is because,

To be eligible for SSC CGL you should  have completed your graduation i. e BSc in your case. Students who are in final year of graduation are also provisionally eligible . So, to be eligible you should have been either in your final year of Bsc or should have completed it
