It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category
However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced

Well , based on your current percentile , your AIR should lie between the range of 150000 to 175000 . As this is a very low rank , so it is very less likely for you to get any streams in HBTU ( Harcourt Butlers Technical university ) , kanpur. Although looking at the previous year's cutoff trends , you might get a chance in third phase of the counselling but that's also not confirmed.

In the previous year , the cutoff rank in Round - 1 counselling to get admission at any stream of HBTU was 84100 (OR - 25923 , CR - 84100) ; the same in Round - 2 counselling was 109994 (OR - 31516 , CR - 109994); the same in Round - 3 counselling was 121097 (OR - 31516 , CR - 121097).

I think that you might get a chance in 4 phase of the counselling session , so keep trying .
