Admission process for different undergraduate courses starts in the month of May to June, after the announcement of board results. However, it may differ greatly from course to course (eg. for B. Sc. Agri etc., it may start a few days earlier). Nowadays, most of the institutions offer admission to B.Sc. programmes based on merit (or entrance exam depending on their selection criteria, course offered and seat distribution). But firstly, you'll have to fill up their online application form. Providing us the name of course which you want to join will let us help you better.
Coming to the fees structures, government and private bodies have different ranges of fees according to the facilities they provide. If you're looking for a government college/university, the fees structure will be comparatively low, provided the fact that their admission cutoffs are usually higher than the private institutions.
For instance, sharing with you my personal knowledge, the fees structure for admission in B.Sc. Zoology is around Rs 10,000/- per year for a semi-government institute like Dibrugarh Hanumanbax Surajmal Kanoi College (Assam).

And yes, no monthly fees is taken in B.Sc. programmes. It's either collected at the beginning of each semester (i.e. a period of six months) or annually (per year).
