Yes ofcourse it is very good for you as soon as you can start your preparation but at the same time you should also properly manage your college studies.

There are various youtube channels available for your help.

Yes, you can start your preparation in your second year.

You should also read english newspaper you will become aware of the daily current affairs. Simultaneously, your vocabulary and reading speed will also improve. Try to solve as much as mock test series for your practice.
