Now I would like to say. Your maths from 10th is like a piece of cake compared to higher classes like 11th or 12th. So when you enter your 11th class and if you take science you will face the reality of maths as a subject.
If you can cope up than we can say you are very good in maths.
Now about your queries, to be an IAS officer, the basic eligibility is,
You can be a graduate in any field no specific criteria, but it must be from a UGC recognised university. Than you need to prepare and qualify UPSC IAS exam, so apply for UPSC IAS exam, after your graduation. This exam is broken in 2 parts prillms exam and main exam. After clearing both you will be called for interview. I can suggest you that science is an over all good stream for such exam. You can grasp maths as well as other subjects that will help you out. Even if you cant crack IAS exam, your back up graduation in science will open options for other streams.
