Yes NSIT Delhi offers fee waiver for students whose family income is lesser than Rs.4,50,000 per annum. For these you have to apply to the college authority with original income certificate of your family issued by any administrative head or any company or organization the earner of the family works at.

I will try to describe the eligibility , document required , procedure .etc They ( eligibility , document , procedure )are as follow:
- Eligibility ——
- family income of student from all the source must be less than 4.5lacs in this regard one have to submit INCOME CERTIFICATE form(16 of dtu) duly issued by the parent’s employer or an affidavit duly issued by the distt. REVENUE authority( if self employed).
- student should not have any pending back paper/re-paper/supplementary in any subject . (In case if there were any pending back paper than student is not eligible for fee concession —— for 2nd,3rd,4th year student).
- students should not involved in any indisciplianary in the university.
REQUIREMENTS ——
- submit UNIVERSITY FEE RECEIPT OF the session for which fee concession claimed .
- 1st year student has to submit the copies of the all mark sheets starting from 12th and jee rank card
- submit an undertaking duly counter signed by his/ her parents on stamp paper of Rs. 10 /— duly attested by public notary that “he/she has not obtained or applied for any grant/financial help for the same purpose from any ministry /govt. department of india./statee, any public/ private organisations
- copy of bank passbook mentioning IFSC and Bank A/C No.
