hope you are doing well and safe. With reference to your query,  I would glad inform you that marksheets , passing certificate and transfter certificate are all different . Marksheet is the scorecard of all semesters which has score written on it whereas passing certificate which you get from your school/college acknowleding of getting passed from the college. Transfer certiicate is the certificate which shows that you can take admission in next college or school for higher studies and have to be submiitted in college of further studies

TC is the transfer certificate which will be issued on leaving the institute. Passing certificate and Transfer certificate are not same, they are different. Passing certificate is issued if you complete the course successfully. You can obtain the passing certificate by applying for the passing certificate in the institute from which you have graduated/passed. Additional charges might be applicable depending on the institute. We would suggest you to contact the administration office or examination department to obtain the passing certificate.

according to me, passing certificate can mean the qualiflying examination you have passed before registration into a specific course, for example if you are applying to graduation in btech, the meaning that passing certificate may hold is the marksheet of 12th standard. but to be sure about this, i would suggest you to contact particular institute helpline desk.
