may I submit only home state govt college for Aiq 15% quota

Hey there!
If you are going to choose a home state college there's no need to go through the all India quota. Use your home state domicile in the counselling procedure because that would significantly improve your chances for admission in that college. If you are opting for all india quota you can choose any college you want around the country.
