If we talk about these two fields they are the best in their domains.
It depends upon the aspirant that where he want to go in future, what he want to do. If he's looking for Government second than he can definitely go for UPSC and if looking for private sector top jobs,he can go for MBA from top Institutions.
While cracking upsc is the biggest proud for anyone in India as it's the top reputed job.
I'll prefer that if your interest in inclined towards upsc then prepare for that and in case it doesn't work for you then you can also appear in CAT for MBA admission as most of the syllabus is common in these two exams.
