The new rule of MCI is the candidates are allowed , without neet.and it is one time exemption.
MCI conveyed this in the view of covid 19 pandemic all students need not to take neet .
However these candidates would have to appear later and qualify the exam as per regulations of 2002.
The exemption is one time measure in view of covid 19 scenario.

See MCI screening test is conducted for FMGE, Foreign Medical Graduates Examination not for NEET even MCI is not responsible for conduction of NEET. NEET is the single largest medical entrance examination conducted by National Testing Agency (NTA) and MCC is responsible for NEET Counselling and that too for only 15% AIQ seats.
Medical Council of India conducts Screening test twice a year for those candidates who are Indian and have medical degree of abroad.
