No, you cannot appear for NEET 2021 because as per the age criteria candidates require to attain 17 years as on 31st December of the appearing year which in your case you will attain in next year on 26th March, hence you can appear for NEET 2022 provided you also fulfill the other essential criteria as follows-

Passed 10+2 or its equivalent from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects.

PCB Aggregate inclusive of theory and practical needs to be achieved against one's respective category:

UR-50%

SC/ST/OBC:40%

PWD:45%

As of now there is no upper age limit for appearing in NEET, hence no restrictions in terms of number of attempts.
