Yes you can pursing B.com after completing your 12th in arts stream ,but you have to fulfill some of criteria based on college .

• You must pass in Higher Secondary School examination from a recognized educational board.
• Minimum 45-50% marks are required in 12th.

It will vary based on which college you will take admission .some of top colleges are conducting entrance exam for admission and some of take admission based on merit list .
