Hi Kavita,
I understand you need to apply for a government exam under the EWS category although you have not received the document physically and so I would suggest you apply for the government exam under EWS category provided that you receive the EWS certificate within a month's time because once you have qualified for the exam you have to get your EWS certificate verified at the reporting center failing to which your candidature could be canceled. So make sure you get the hard copy of the EWS certificate issued to you as soon as possible.
