But as your tag says UPSC exam I can tell you that.
- You must have attained a minimum age of 21 years to appear for the Civil Service Examination.
- The separate maximum age limit has been set for different reservation categories: 32 years for general category, 35 years for OBC and 37 years for SC and ST.
- There is extra relaxation in the disabled category.
- Union Public Services Commission added a new category of Economically Weaker Section (EWS) category in 2019 to provide reservation to the EWS candidates as mandated by the Government of India.
- A degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be a Deemed University under the UGC Act, 1956, or an equivalent qualification.
- The date of birth as mentioned in the High School/Higher Secondary certificate will be considered by the UPSC. for the UPSC IAS 2021 exam, the age will be counted from the date July 1 of the notification year.

According to the tag you have mentioned with the question, you want to ask for eligibility of UPSC Civil Services Exam. So Arun, unfortunately you are now not eligible to appear for UPSC Civil Services Exam because as per the latest eligibility criteria for UPSC Civil Services Exam, the candidates having their age of 21 to 32 Years on August 1st of the examination year, are only eligible to appear in UPSC Civil Services Exam and as you have mentioned that you are 38 years old so you are not eligible for UPSC Civil Services Exam. But yes if you have any kind of disability like blindness and low vision, deaf and hard of hearing, locomotor disability including acid attack, cerebral palsy, leprosy cured, dwarfism, victims and muscular dystrophy, intellectual disability, autism, specific learning disability and mental illness then you will be given age relaxation of 10 years so in this case if you belongs to General category you can appear for UPSC Civil Services Exam till 42 years of age.
