Education Qualification: Candidates must be in final year of Bachelor's degree or completed Bachelor's degree in any discipline from a recognised College or University.
So if your friend is in final year of graduation then he can take UPSC exam in 2022. But by the time of Certificate verification you must have your Degree Certificates.
Maximum age limit is 32 years for General Category candidates. There is 3 year relaxation on upper age limit for OBC Category candidates and 5 years for SC/ ST category candidates.
