Yes you can get NIT Patna for sure in Special Round 2. Look according to previous year's cutoff, you can't NIT Patna normal counseling, but after the counselling their 2 special rounds in every NIT'S. So, according to previous year's cutoff, you can get NIT PATNA at your rank for sure in your Home State quota but just wait till to last.
You can also get IIIT Bhagalpur in special round 2. So you have lots more to get at your rank, but wait till to last.
