Yes, you are eligible for UPSC. Candidates awaiting their final graduation result can also apply for the IAS exam. And there is no minimum UPSC qualification percentage required also. The UPSC has mentioned the UPSC IAS 2022 eligibility criteria in its official IAS 2022 notification released on February 2, 2022. The Union Public Service Commission has released the UPSC CSE 2022 application form on February 2, 2022. You can fill out the application form on the official website. According to the eligibility criteria prescribed by the UPSC, a candidate who had attained the age of 21 years, and is about to complete his or her graduation is also eligible for the UPSC exam. However, the college which you are completing the respective degree must be recognized by the University Grants Commission.

UPSC 2024 eligibility criteria:
Education Qualification: Candidates must be in final year of Bachelor's degree or completed Bachelor's degree in any discipline from a recognised College or University. So, if you are in final year of graduation then he can take UPSC exam in 2022. But by the time of Certificate verification you must have your Degree Certificates.
Maximum age limit is 32 years for General Category candidates. There is 3 year relaxation on upper age limit for OBC Category candidates and 5 years for SC/ ST category candidates.
