You have tagged UPSC for which the eligibility criteria is passed graduation in any discipline from a recognized university, candidates in their final year too are eligible to apply, now if you are yet to complete your graduation though you can enroll through distance mode, for regular mode you have to check out the eligibility criteria because it differs among colleges, certain colleges do have specific age limit laid out in their admission norms, but you can always go through distance mode, but important thing to notice here is if you belong to UR, then by the time you will complete graduation you will become 33 and for UR the age limit in UPSC is 32 years as on 1st August of the appearing year, of course relaxation is offered to reserved categories such as for SC/ST it's till 37 years, and for OBC it's 35 years, if you belong to any of reserved category you have benefits so accordingly you can proceed.
