Even if you do not have a category (central approved) certificate then also you can apply for JEE Main under General Category.
If you wish to get a seat in the reserved category then it is necessary for you to have a Category Certificate issued by Central Government.

If you belong to OBC NCL (Non Creamy layer) , and do not possess category certificate of it, you cannot acclaim that category in JEE Mains 2021. You can surely appear for JEE Mains but cannot take OBC NCL as you need to get specific certificate for it. You will be treated as general category in the JEE Mains examination and will be allotted college as per the general Category.
