in orissa only one college that is orissa university of agriculture and technology - OUAT do offer bachelors of science in meteorology and masters of sciences in meteorology only , no other college located in orissa do offer the same .
you may need to seek colleges other than located in orissa

College of Agriculture, Bhawanipatna affiliated by Orissa University of Agriculture and Technology, Bhubaneswar offers 4 years bachelor in agriculture meteorology course of 4 years duration. eligibility criteria is candidates must passed Higher Secondary/Intermediate (10+2) with science stream or any other examination recognized as equivalent from a recognized education board.
