It is also true that many schools do allow Mobile phones in hostel with parents consent but it totally depends on school. But if you are talking about college hostels then yeah Every college hostel permits the students to have a cell phone in hostel as you will be away from your parents and it is important for being connected with them and also generally you have college group on WhatsApp where you get notifications and notices.
Also, make sure that you don't use mobile in your college while attending lectures etc.
