If you compare the outcomes of both the exams, UPSC has more competition as compared to MPSC as the former is conducted at national level and the latter at state level. Hence after successful performance in MPSC you can get the post of Deputy Collector, whereas in case of UPSC you can become IAS, IFS, IPS etc. It is definitely better if you plan to prepare well and crack UPSC.

By MPSC or UPSC, I think you are asking about the Civil Services examination. Now firstly, for MPSC or UPSC one needs to have completed Graduation in any subject in order to be eligible for the examination.
Now both the examination are tough but the sole thing which matters is the preparation you take. The stronger the preparation, the more likely you get to get selected. Practicing question, studying from NCERT's, studying every day persistently etc are the parameters which you should take care off.
