According to NIRF- National Institutionalised Ranking Framework developed by HRD Ministry of Govt. Of India, MS Ramaiah Ranks 12 all India among medical colleges whereas Mahatma Gandhi Medical College, Puducherry ranks 23

In terms of research publications by each college in the year 2016-17, MS Ramaiah had nearly twice as many publications as MGM Puducherry did

Another thing to be considered is the life outside of the college that is provided, Bangalore is a metropolitan multi ethnic city with all facilities and good connectivity.

Puducherry certainly lags behind Bangalore when it comes to connectivity and other amenities

So in my humble opinion, MS Ramaiah is a better choice.
