Please be precise about which counselling you are talking about.

But in general, if you aren't satisfied with the first rounds alloted college you can select floar option and participate in next round and freeze the better option among both of these. If you do so you don't have to pay fees and also the college alloted in first round will be put in stay instead of cancelling and loosing it.
