Any person who has a minimum qualification of class 12th can appear for NDA. Yes you can apply for NDA exam. (Aap NDA exam ke liye kaabil hai)

But there are certain requirements that you need to fulfill before appearing for this exam those are-

Student must have physical Education in class 12th

Candidates born not earlier than July 2, 2000, and not later than July 1, 2003. The date of birth should match the date recorded in the matriculation or higher secondary examination certificate.

Yes , you can apply for NDA . You need to pass certificate in 10+2 exams via recognized board or a University  to be eligible for the same. Else, you need to look forward towards the other assessments involving the exam, interview and other physical/medical standards.

You can fill NDA 2019 application form from 7th August 2019 (for NDA II).
