Getting a government college depends on various factors like your category, state etc. Since you have not mentioned your state so i am answering for no specific state and thus you have less chance of getting any NITs, IIITs but you may get other good colleges.

According to the percentile you have mentioned in the question your category rank would be near around 32,000-35,000 and on the basis of this it is quite difficult to get any of the NITs but as you are talking about MBM Engineering College, Jodhpur so it will be alloted you through REAP Counselling and a separate merit list is prepared for that purpose considering your JEE-Main marks as well as class 12th marks so according to that you can get seat into it as per previous year's cut-offs b ut I would suggest you to sit for some other state counselling because in some of the other state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
