My addresses are belongs to kurnool. I studied 10th as irregular in guntur and up to B. Tech. So which district I am local to?

Hello Jaya,
You will be local to Guntur as most of your education and well as higher education is completed in Guntur. But your resident certificate will remain the same as of Kurnool. But as both of the districts are in the same state Andhra Pradesh it won't cause much difference if you use either of those.
