It is a bit difficult to just say on behalf of the rank but I assume that you have qualified this year's cutoff that is 146-113 for SC category. Incase my assumption is correct then also with this rank I think it is difficult for you to get a government college and even if you get selected in the later rounds it would be very difficult  to tell whether it is a decent college or not. Although you could look for colleges in SC category in state quota incase that helps. As per previous year data for ST Category through state quota the closing rank was 89724 and further taking into consideration the fact that there are higher possibility of cutoffs increasing this year as the entire marks vs ranks has gone through drastic shift this year with an increase of 30-40 marks make it quite tough in your case to secure a GMC seat , but you may have chances for management seats in GMCs of Barmer, Churu, Dungarpur, Pali and you can also get government seats in private colleges such as Mahatma Gandhi Medical College and Hospital, Geetanjali Medical College, American International Institute of Medical Sciences,Pacific Institute of Medical Sciences, National Institute of Medical Science & Research to name a few.

Cut-offs vary every year based on multiple factors like seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.
