Yes you can apply for csab counselling if you were eligible for jisaka counselling. CSAB is totally independenf of JOSAA counselling. So you can take part.
Now coming to your next question, there are no chances of getting any department in IIEST Shivpur either you are a home state student or other state.

Dear aspirant your rank is not good enough to get a seat in nit or gftis or iiest. You can only take admission in private colleges like vitee, kit etc. You may give other government exams like wbjee, comedk etc for state government colleges. You don't have any chance in mains
