My all india rank in neet 2019 is 9793 and UP state rank is 1302. Which colleges in UP can I get alloted in 2nd round of state counselling?

I am guessing your marks are in the range of 520-540 or like wise .dear student it's really difficult for you to get admission in any government medical college with this rank . What I mean is that your chances are really less but not null . If you don't get MBBS seat then you can get BDS government college. While you may get a college. 1. Government Medical College, Kannauj - AIR 10239 and neet marks 537
2. Government Medical College, Azamgarh - AIR 10692 and neet marks 535

The cutoffs are subjected to variations every year depending upon the number of candidates appearing for the examination,the difficulty level of question paper and the reservation category of the candidates. This yera the cutoff went too high.
If we consider the previous years cutoff, you can get government medical colleges like King George's Medical University Lucknow, Ganesh Shankar Vidyarthi Memorial Medical College,Kanpur.

You have scored good in neet 2019 and have a good state rank. You can expect a seat in the second round it will have only some chances but you should try your luck for that chances too. You belong to general category so it is difficult.
You should remain in the counselling and it can be you can get a mbbs seat.
Otherwise you can have a mbbs seat in private colleges too but it will be somewhat expensive.
