Your AIR is good, and number around 550 -560 which is good marks. But you are a general category student and you know that this year cut-off marks is pretty high. So it's difficult to predict you are getting a government medical college or not in state counselling.
In Uttar Pradesh state counselling cut-off marks expected that 600 and above in general category. But it's not confirm because cut-off marks will differ college to college and students merit also. But there are 3round is present so you can try and you get college in 3rd round also.
But i suggest you that you can apply All India counseling also because there so many opportunities are open front of you.
