As per cut off from previous year to get seat in Andhra University you need to have less than 8k rank and your ranks seems so high and sorry you can't get the college.
But they haven't realised any official cut off to look into so just have hopes, also you can apply to many colleges other then Andhra University so don't worry your rank is good you can still apply for other colleges .

To get free seat your rank must be within 10,000. Since your rank is above 10,000 you will not get free seat. The cut off rank in 2019(final phase) for admission to Pharm-D in AU COLLEGE OF ENGG.SCHOOL OF PHARMACY-SELF FINANCE was 99234 for general category. Considering the cut off you have decent chances of getting seat in AU. But cut off changes every year depending on number of candidates qualified, difficulty of exam and number of seats available etc.
