my ap eamcet rank was 46423.and my local area+category+female rank was 2773 can i get seat with this local area rank in my local area with cse branch in best clg?

For seat allotment through AP EAPCET counselling the overall rank is considered. You haven't mentioned your category the cut off is different for each category. Based on the cut off in 2019 you have chances of getting seat in the following institutes in Computer Science Engineering under general category
