my application was rejected in Hindu College for BSc chemistry honors during First Cutoff. Now i am fulfilling all conditions in 4 cutoff. will i be apply now in same college and course or it will display message "You have already applied in the course"?

As per your query, if you fulfil all the eligibility criteria for that particular course in Hindu College, then you can definitely reapply for that course under fourth cutoff.
No such message as you have mentioned above will be displayed.
